Not two people. There is a divine bond between us. But Krishna has said that earthly marriage is impossible for both of us.

Even though Krishna says that we cannot become husband and wife, he has made an oath to Radha. That is, whoever thinks of me in this world will remember your name before my name. They will say your name is Radhakrishna before my name. I do not remember the name of any other wife.
